“The scope of Victims’ Rights has evolved over the past several decades. For example, in the United States, efforts relating to the establishment of rights for crime victims has resulted in an overhaul of legislation at the local, state, and federal levels. International policy has also been established beginning with the United Nations Declaration on Basic Principles of Justice for Victims of Crime and Abuse of Power in 1985, and most recently including the Canadian Victims’ Bill of Rights coming into force in 2015.”
